The STAA sponsored the production of the manual that was designed by Janine Stowe.  The Competency Program is currently being supported by Alberta Transportation and there are grants available for divisions/contractors to use, however, we wanted the program to continue to be used if the funding did not continue so there is no mention of the grants in the program guide. The working group inculded STAA members and Contractors.
